Terms of Use
Last updated: September 5, 2026
These terms govern your use of SpeakUp by Prytaneum, deliberation infrastructure for public meetings. By using the service you agree to them.
The service
SpeakUp lets organizations host public meetings where participants watch the meeting video, ask and back questions, take part in chat and polls, and where moderators queue questions and put answers on the record.
SpeakUp is built on Prytaneum, a project of the University of California, Riverside TeCD-Lab, used under the UCR Academic Software License.
Accounts
Some meetings are open to anyone with the link; others require an account. You are responsible for the activity under your account and for keeping your sign-in credentials secure. Provide accurate information when you register.
Acceptable use
You agree not to use SpeakUp to:
- post unlawful, defamatory, harassing, or hateful content;
- impersonate another person, official, or organization;
- flood meetings with spam or automated submissions;
- attempt to disrupt the service or access data you are not entitled to;
- mislead participants about the identity or purpose of a meeting.
Meetings and moderation
Each meeting is run by the organization that hosts it. Organizers and their moderators control the meeting: they may order the question queue, decline or remove questions and chat messages, and remove participants. Moderation decisions in a meeting are the responsibility of the hosting organization.
Content in public meetings is public. What you post may be visible to anyone and may become part of the meeting's permanent record. See our Privacy Policy for how data is retained and how to request erasure.
Your content
You keep ownership of what you post. By posting in a meeting you grant us and the hosting organization a non-exclusive license to display, store, and reproduce that content as part of the meeting and its record. Do not post content you do not have the right to share.
Intellectual property
The SpeakUp name, logo, and site design are ours. The underlying Prytaneum software is © 2022 University of California, Riverside and is used under the UCR Academic Software License.
Disclaimers
The service is provided "as is" without warranties of any kind. We do not guarantee that the service will be uninterrupted or error-free, and we are not responsible for the content of meetings hosted by organizations, or for the video platforms organizers choose to embed.
Limitation of liability
To the maximum extent permitted by law, SpeakUp by Prytaneum is not liable for indirect, incidental, or consequential damages arising from your use of the service, or for the actions or content of meeting organizers, moderators, or other participants.
Changes to these terms
We may update these terms from time to time. The date at the top shows the latest revision, and material changes will be announced on the site. Continued use after a change means you accept the updated terms.
Governing law
These terms are governed by the laws of the State of California, without regard to conflict-of-law rules.
